Construction on the controversial Poolbeg Incinerator is set to begin next month.
Dublin City Council has set 14 December as the day for work to begin on the new site.
The incinerator, which will have capacity for 600,000 tonnes of waste, has faced considerable opposition from local politicians and private waste contractors.
Speaking on RTE Radio this afternoon, Minister for the Environment, Heritage and Local Government John Gormley TD said he was unable to intervene in planning decisions.
The Minister has previously expressed his view that the facility is too large and that there will not be enough waste to feed the plant.
